Buckingham Arms - Main points

While the cut off date has now passed for making a submission on the latest 10 storey development application, please continue to have discussions in your local area about the following points:

  • Height of the proposed development (31.85m) which is 30% above what the zone anticipates for the site (24.5m). Has the developer shown sufficient community benefit to warrant such height increase?
  • Number of storeys exceeds the 6 storeys anticipated for the site. Has the developer shown sufficient community benefit to warrant such height increase.
  • Scale of development and coverage of the site with resultant impact on open space and removal of trees.
  • Density of dwellings which is high rather than medium which was anticipated in the zone.
  • 57 short term apartments for tourists in addition to 130 residential apartments.
  • To reduce impact on neighbouring residents in a low-density residential heritage area, the taller elements should be located towards the main road (Northcote Terrace) with a gradation to the council road of Walkerville Terrace.
  • Potential overlooking from higher levels to sensitive land uses such as the ELC of Wilderness School.
  • Traffic impacts on Walkerville Terrace and minor roads in the locality. Traffic will increasingly undertake rat running through Buckingham Street, James Street, Edwin Terrace, and also Tyne Street, Gilbert Street and Matilda Street to avoid the congestion of the intersection in the am peak times.
  • Traffic will have difficulty turning right from Walkerville Terrace into the site in the evening peak times.
  • Parking impacts associated with increased visitors to the site– note that while parking is permitted on Northcote Terrace it is very rare to see vehicles parked there. However, Walkerville Terrace has unrestricted parking and is well used for parking and catching public transport. It is already difficult for residents to get out of their property on Walkerville Terrace, and increased numbers of vehicles parking on Walkerville Terrace will make this even more difficult.
  • The main private open space with deep plantings is on the perimeter of the site and benefits the residents of the two storey terraced apartments. Other than balconies there is very little private open space for residents in the tower apartments.
  • Heritage includes the Olive Grove, The Parklands and the character of the existing neighbourhood as well as the local heritage listed components of the Buckingham Arms Hotel building itself.

COMMUNITY INVOLVEMENT IN PLANNING PROPOSALS AND DECISIONS

The speakers were Mayor Melissa Jones and Greg Vincent, Managing Director Master Plan

Purposes

- To promote, advance, retain and improve, and to resist any diminution of the 'village' character of Walkerville.

- To oppose development that is inconsistent with that objective.

- To preserve and enhance historically and environmentally significant buildings, reserves, sites, spaces, flora and fauna.

- To promote, encourage and reinforce observation by the Corporation of the Town of Walkerville of its statutory, regulatory, or other obligations to its residents and electors; in particular those of open, consultative and responsive government and development in accordance with their needs, aspirations and desires.

- To do all things lawful that are necessary or ancillary to these objectives.

History of WRA

 

  1. The inaugural meeting of Walkerville Resident’s Association Incorporated was held on 14th June 2002.
  2. Several heritage and planning issues were a key focus of involvement for the organisation in the first decade of its’ establishment, including the pioneer cottages of 84-86 Walkerville Terrace.
  3. The WRA was also involved with the Walkerville Town Centre Revitalization Project and made many submissions regarding the redevelopment of the Highways Department/ Transport SA site.
  4. After some quiescent years it was revitalised in 2023.
